No Child Left Offline
No Child Left Offline computer recipients are judged and selected based upon inability to otherwise acquire the technology necessary to access the advantages of a broadband connection.
Preference is given to students in middle school or higher with identifiable barriers to adoption which may include inability to afford a computer or other technology, their involvement in community, school, or extracurricular activities and other factors which may put them at risk or potentially deprive them of the opportunity to access advantages of broadband.
The NCLO program does not include consideration of recipients’ gender, race or religious affiliation, however, some recipients or recipient organizations may have a focus on helping disadvantaged citizens who fall more readily in these categories, such as; at risk teen pregnancy centers which would cater to women, centers that support immigration of new citizens or students which may include some religious, cultural or racial components.
Connect Ohio’s overarching goal through this program is to meet the needs of any student whose opportunity to access the advantages of broadband technology are impaired by circumstances outside their direct control and to create opportunities for these students to improve their lives and the communities of which they are a part through the use of computers and broadband technology.
